What an MSO actually is

An MSO, Manufacturer’s Statement of Origin, is also called an MCO, Manufacturer’s Certificate of Origin. It carries manufacturer-origin ownership information such as the make, identification number, model year and the manufacturer’s initial transfer. It supports a first-title process; it is not a DMV-issued road registration or title. California MCO/MSO contents.

The missing-original question has a specific California answer. DMV accepts a manufacturer-issued duplicate marked Duplicate, with the same security features and identical descriptive information except its issue date. That is different from an ordinary photocopy, which the nondealer-new-vehicle manual rejects. A blanket instruction saying Original only would wrongly exclude the authorized duplicate. The application route also matters. California’s manual distinguishes a licensed California dealer’s REG 397 submission from a new vehicle sold by someone other than a California dealer. The latter route uses REG 343 plus properly endorsed MCO/MSO and other applicable evidence, verification, fees and smog requirements. Direct imports and specially constructed vehicles have separate rules. REG 343 is therefore not the universal first-title form for every California new-car sale. DMV section 7.065.

If the origin document is missing or incorrect, contact the selling dealer or manufacturer for the appropriate corrected or manufacturer-issued replacement document, then confirm the titling agency’s requirements. Another state’s permitted evidence or electronic handling may differ. Do not convert California’s paper-document rule into a national ban on every replacement or alternative procedure.
