What a VIN verification actually is

A VIN verification records a physical examination of the vehicle and compares its identification with supporting papers. It answers a different question from a VIN decoder: what was actually observed on this vehicle?

California REG 31 says the applicant cannot complete it. The form records vehicle identity, configuration, identification-label observations and the verifier’s certification. An authorized DMV employee, appropriate law-enforcement officer or other permitted verifier completes the applicable inspection; the form is not a self-issued ownership certificate. A licensed private vehicle verifier has a narrower role than DMV or CHP. The current form prohibits private verifiers from handling revived salvage or revived junk vehicles, specially constructed vehicles and several identification or documentation problems. It also lists permitted document-supported nonresident and other vehicle verifications. Verification does not itself change a title brand, release a lien or establish the quality of a rebuild. Those are separate determinations in the title and registration process. This article describes California. Other states may use owner certifications, law-enforcement inspections or inspection-program VIN checks for different transactions; the California form and verifier permissions should not be carried across state lines.
