What a safety inspection sticker actually is

A windshield inspection sticker is evidence of a pass in the issuing state’s inspection program. Its expiration, coverage and appearance belong to that program; a missing punched month is not a reliable way to identify every modern sticker.

New York requires inspections every 12 months and when ownership transfers. Most vehicles require both safety and emissions inspection, subject to the program’s exemptions. The sticker expires on the last day of its indicated month. New York began introducing print-on-demand, vehicle-specific stickers in 2023, so an older punched example is not the only valid layout. Texas stopped requiring routine safety inspections for noncommercial vehicles on January 1, 2025. Commercial inspections and applicable county emissions tests remain. That change concerns the inspection requirement, not the creation of a new annual windshield safety sticker. California’s Smog Check certificate is an emissions result sent to DMV, not the New York periodic safety sticker. A California revived salvage or revived junk vehicle also needs the applicable VSSI before reregistration. BAR says that safety inspection does not recur at every subsequent renewal. Read the issuing agency, vehicle details and expiration, then match them to the current state program. Registration shows registration status; an inspection sticker records an inspection. Neither is the ownership title.
