What a revived salvage title actually is

A revived salvage vehicle is past the repair stage and moving through the state’s return-to-registration process. The term is especially useful in California; Texas uses the title brand Rebuilt Salvage. Neither term erases the earlier salvage history.

California’s current checklist requires an Application for Title or Registration, REG 343, ownership evidence, DMV or CHP vehicle verification, an electronic Vehicle Safety Systems Inspection (VSSI) certificate and applicable fees. The VSSI is more than a check of VINs and receipts. BAR describes checks of structure, brakes and lights, passenger protection, steering and suspension, tires and wheels, plus a scan, recall review and road test. It replaces the former separate brake and lamp certificates; a passed VSSI still has to be followed by completion of registration. BAR explains the current safety inspection.

Texas requires the rebuilt-title application and supporting ownership and repair evidence described in its salvage manual. VTR-61 records the work and applicable replacement parts; it is not itself a title or proof that registration is complete. Routine noncommercial safety inspections ended in 2025, so an older summary promising the same safety-inspection path for every rebuilt car is unreliable. A bonded-title process addresses deficient ownership evidence; it is not a way to remove a salvage brand or revive a prohibited nonrepairable vehicle. Before buying, check the actual ownership document and whether the destination state accepts that vehicle for rebuilding.
