What a report of sale actually is

The California dealer’s report of sale records a particular retail transaction. It identifies the vehicle, purchasers and date sold; it is one part of the dealer’s registration and title submission. This article concerns California used-vehicle dealers, because the same phrase can mean a seller notice in another state.

DMV’s REG 51 instructions define the sale date through payment, a purchase contract or security agreement, and possession or delivery. They require the complete VIN and each buyer’s true name. The distribution manual describes an application copy submitted with transfer documents and fees within 30 days, and a dealer notice submitted by the fifth calendar day after sale, excluding the sale day. The manual also describes a displayed purchaser-identification copy, with several exceptions. That copy should not be treated as an unlimited permit while waiting for plates. Check the expiration and terms of the authority actually issued for this vehicle, and have the dealer resolve any missing plate or permit before operation. For a buyer, the useful follow-up is the dealer’s status of the title and registration application, especially if the VIN or buyer name is wrong or temporary authorization is nearing its expiration. A report-of-sale copy alone does not resolve either problem.
