What a planned non-operation actually is

The car has stayed in a garage since the registration expired. Did it automatically become planned nonoperation? California PNO is a filing placed on the registration record. Physical non-use alone does not establish that the filing was made.

DMV’s current PNO guidance defines the status as no driving, towing, storing or parking on public roads or highways during the registration year. It accepts filings up to 60 days before expiration and up to 90 days afterward, subject to its conditions. Late filing carries penalties; it is not a grace period to drive. Off-highway vehicles have a different late-filing rule.

REG 102 also contains nonoperation certification uses, so read the section actually being submitted. It is not a title, salvage certificate or smog pass. An online filing or renewal-notice choice may also be available under DMV’s instructions; the paper coupon is not the only route.

Once accepted, PNO remains on the vehicle record until the owner registers it for operation. For regular use, DMV says registration renewal fees must be paid before operation. A qualifying one-day movement can instead use DMV’s Vehicle Moving Permit for the specified purpose. PNO itself is not that permit.

The useful evidence is DMV’s accepted status for the correct VIN and registration year. Before buying a stored vehicle or arranging a move, verify whether PNO is actually on file and what is required for the proposed use. Parking history, an expired sticker and a blank REG 102 cannot answer those questions.
