What a flood title actually is

A Texas ownership document says Flood Damage. Does drying and repairing the car make it registrable? The flood remark describes the damage history. You also need to read whether the document is salvage, nonrepairable or an eligible rebuilt title.

Texas VTR-441 keeps those questions in different fields. The application type is Salvage Vehicle Title or Nonrepairable Vehicle Title. Type of Damage separately includes Flood Damage. A checked box on an application is not yet a DMV-issued branded title.

The January 2026 TxDMV manual defines its flood remark as damage caused exclusively by flood and says the remark carries forward to subsequent title documents. Its rebuilt-title rules distinguish salvage eligible for a rebuild route from current nonrepairable documents that cannot be rebuilt, retitled or registered. The flood word alone is not the eligibility decision.

That distinction also prevents the reverse mistake. A paper with no flood remark is not proof that the car has never encountered water. The federal NMVTIS consumer explanation describes differing state branding rules and the possibility of incomplete or false-negative history. A current state’s unbranded paper and a record of older brands can coexist.

Read the full document and the agency record, not just a listing’s phrase flood title. Verify the issuing state, VIN, date, exact title type and any earlier brands. Repair invoices and an independent condition assessment answer questions that a title remark cannot: what happened, what was replaced and what condition remains.
